Be it enacted by the People of the State of Maine as follows:

 
Sec. 1. PL 1991, c. 838, §§31 and 32 are repealed.

 
Sec. 2. Declaration. The Legislature declares that the presence of
a public boat launching facility within the so-called "2-mile
limit" around the intake pipes of the Portland Water District
creates an unnecessary threat to the water supply of the district
and must be relocated to a location outside of this limit.

 
Sec. 3. Construction of new boat-launching ramp and related facilities. The
Director of the Bureau of Parks and Lands shall construct and
maintain within the Town of Standish a new public boat-launching
ramp on Sebago Lake and any necessary related facilities,
including, if needed, parking sites and an access road.

 
Sec. 4. Closing existing boat-launching facility. The public boat-launching
facility on Sebago Lake in the Town of Standish must be closed as
soon as possible after the effective date of this Act but not
before a new public launch can be constructed according to the
terms of this Act.

 
Sec. 5. Funding and location. The Portland Water District shall pay
for the construction of the new public boat-launching ramp and
any necessary related facilities, except that the district is not
obligated to pay more than $800,000 for the construction. The
ramp and any related facilities must be located on land provided
by the Portland Water District. The title to the land remains
with the district.

 
SUMMARY

 
This bill closes the existing boat-launching ramp in Standish
and replaces it with a new boat-launching ramp, also in Standish,
at a location selected by the Portland Water District. The bill
provides that land and funding for the new boat-launching ramp
must be provided by the Portland Water District.
