Sec. 1. After-school child care grants. Resolved: That the Department of
Education shall administer a program of after-school child care
grants to encourage public schools to establish and operate child
care centers in school buildings after normal school hours. The
grants may be for a maximum of $3,000 per school administrative
unit and are available for either the 1999-2000 school year or
the 2000-2001 school year. Funds awarded under the grant program
must be distributed by the department as part of the general
purpose aid to education disbursement and may be used only for
the costs to the school administrative unit in establishing and
operating an after-school child care center. The department
shall award grants to eligible school administrative units on a
first-come first-served basis as long as funds are available.
The department may adopt rules necessary to administer the grant
program in accordance with the Maine Administrative Procedure
Act, but the school administrative units retain control over the
location of child care centers, rate-setting, staffing decisions
and day-to-day operation of the centers. Rules adopted pursuant
to this section are routine technical rules as defined in the
Maine Revised Statutes, Title 5, chapter 375, subchapter II-A;
and be it further

 
Sec. 2. Appropriation. Resolved: That the following funds are
appropriated from the General Fund to carry out the purposes of
this resolve.

SUMMARY

 
This resolve establishes a grant program in the Department of
Education to assist school administrative units with the start-up
costs of establishing after-school child care centers in public
schools. Each school unit is eligible for a grant of up to
$3,000 in either of the next 2 school years.
