| (2)__Enhancing statewide coordination of relief efforts | of public and private sector organizations and | improving the training and operational capabilities of | agencies assigned lead or support responsibilities in | the state comprehensive emergency management plan, | including funds sufficient to fund a dedicated, full- | time emergency preparedness officer in each county or | as directed by the agency. |

| B.__Thirty percent of the amount received from the annual | allocation may be used to provide for: |
|
| (1)__State relief and assistance to state agencies, | local governmental units, regional agencies, | authorities and nonprofit organizations in the form of | grants resulting from a disaster not federally | declared; and |
|
| (2)__State relief and assistance to businesses and | individuals and to fund loans for uninsured loss | resulting from a disaster not federally declared. |
|
| C.__Twenty percent of the amount received from the annual | allocation to the fund may be utilized for grants and loans | to local governmental units, regional agencies, authorities | and special districts for projects planned to mitigate the | effects of a disaster. |
|
| Projects include, but are not limited to, the promotion of | public education and awareness of disaster mitigation; | improved land use planning; retrofitting of structures, | particularly critical facilities; and the development or | revision of building codes that incorporate the latest | available information about risk reduction from natural | hazards. |
|
| The agency, in cooperation with county emergency preparedness | officers, may adopt rules to alter the distribution formula under | paragraphs B and C. |
|
| The Director of Maine Emergency Management Agency may alter the | distribution formula without adopting rules to meet matching | requirements imposed as a condition for receiving federal | assistance or planning. |
|
| The agency shall adopt rules to establish criteria and procedures | for the administration of the fund.__Rules adopted pursuant to | this subchapter are routine technical rules as defined in Title | 5, chapter 375, subchapter II-A. |
