Be it enacted by the People of the State of Maine as follows:

 
Sec. 1. 12 MRSA c. 805, sub-c. VI is enacted to read:

 
SUBCHAPTER VI

 
SALE OF FOREST PRODUCTS TO FOREIGN COUNTRIES

 
§8891.__Limitation on sale of forest products to foreign
countries

 
A person who owns a total of 5,000 acres of land or more in
the State and who harvests forest products from that land may
not:

 
1.__Transport more than 10%.__Transport to a foreign country
for sale more than 10% of the total volume of forest products
harvested from that land in any one calendar year; or

 
2.__Sell more than 10%.__Sell more than 10% of the total
volume of forest products harvested from that land in any one
calendar year to a person who causes the forest products to be
transported to another country.

 
The total volume of forest products harvested from the
person's land in a calendar year that is transported to a foreign
country may not exceed 10% of the total volume of forest products
harvested from that land.__For the purposes of this section,
"forest products" has the same meaning as under section 8881,
subsection 3.__The commissioner shall establish by rule the
volume measurements that apply to specific forest products.__
Rules adopted pursuant to this section are routine technical
rules as defined in Title 5, chapter 375, subchapter II-A.

 
SUMMARY

 
This bill limits the amount of forest products harvested on
certain lands that can be transported to foreign countries. The
bill applies to people who own 5,000 acres of land or more and it
limits the international transportation of forest products
harvested by those people to 10% of the total volume of annual
forest products harvested on their land.
