| Sec. 11. Memorandum of understanding. No later than 30 days after the | | effective date of this Act, the Department of Agriculture, Food and | | Rural Resources and the Department of Environmental Protection | | shall enter into a memorandum of understanding, setting forth a | | process to ensure a coordinated review of animal feeding operations | | pursuant to applicable environmental and land use laws, including | | administration of the National Pollutant Discharge Elimination | | System permit program as it applies to animal feeding operations. |
