| Be it enacted by the People of the State of Maine as follows: |

| | Sec. 1. 30-A MRSA §2001, sub-§16, as amended by PL 1989, c. 104, Pt. | C, §§8 and 10, is further amended to read: |
|
| | 16. Resident. "Resident" and "residence" refer to an | individual's or legal entity's place of domicile. |
|
| | Sec. 2. 30-A MRSA §3151, sub-§1, as amended by PL 1989, c. 104, Pt. C, | §§8 and 10, is further amended to read: |
|
| | 1. Municipal fire department. "Municipal fire department" | means an organized firefighting unit established under municipal | charter, ordinance or bylaw to prevent and extinguish fires. | "Municipal fire department" also means an organized firefighting | unit that provides ambulance service and emergency medical | treatment, as those terms are defined in Title 32, chapter 2-B, | and interfacility ambulance transport. |

| | Sec. 3. 30-A MRSA §3152, as amended by PL 1989, c. 104, Pt. C, §§8 | and 10, is further amended to read: |

| §3152. Fire protection and ambulance service |
|
| | 1. Methods of protection. A municipality may provide fire | protection and ambulance service by: |
|
| A. Maintaining a municipal fire department; |
|
| B. Supporting a volunteer fire association; or |
|
| C. Contracting with other governmental units for fire | protection services, ambulance services or both fire | protection and ambulance services. |
|
| | 2. Fire protection zones. A municipality may establish | administrative areas of the municipality for firefighting and, | fire protection and emergency medical or ambulance services | purposes, to be served by one fire department or volunteer fire | association, which shall be are called "fire protection zones." | Fire protection zones must be established by the vote of the | municipal legislative body or by regulations adopted by the | municipal officers if the municipal legislative body so provides. |
