| Sec. 1. Principles of reimbursement for nursing facilities. Resolved: That the |
| Department of Human Services shall adopt rules regarding |
| reimbursement for nursing facilities to incorporate supplemental |
| staff payment into the per diem rate. The department shall |
| verify at the annual audit that these funds have been distributed |
| as directed to direct care staff in accordance with Public Law |
| 1999, chapter 731, Part BBBB. Rules adopted pursuant to this |
| section take effect July 1, 2002. Rules adopted pursuant to this |
| section are major substantive rules as defined by the Maine |
| Revised Statutes, Title 5, chapter 375, subchapter II-A. |
