| | | Sec. 1. 5 MRSA §1669-B is enacted to read: |

| | | §1669-B.__Prohibition on state agency grants and expenditures |

| | | A state department or agency may not expend or award funds to | | implement, in whole or part, an international treaty that the | | United States Senate has not ratified. |
|
| | | As used in this section, "implement" means any action that has | | a demonstrable and direct connection to specific requirements of | | any international treaty that has not been ratified by the United | | States Senate. |
|
| | | This bill prohibits a state department or agency from | | expending or awarding funds to implement an international treaty | | that has not been ratified by the United States Senate. It also | | defines the term "implement." |
