| Be it enacted by the People of the State of Maine as follows: |

| | Sec. 1. 5 MRSA §1742-F is enacted to read: |
|
| §1742-F.__Bicycle and pedestrian access to state buildings |
|
| | After January 1, 2003, a new or reconstructed state office | building constructed in this State that is owned by the State or | for which at least 50% of the cost of construction or | reconstruction has been financed by the State must: |
|
| | 1.__Access.__Provide access to the building and grounds for | bicycles and pedestrians; |
|
| | 2.__Parking.__Provide adequate, secure and convenient parking | for bicycles; and |
|
| | 3.__Bathing facilities.__Provide shower and changing | facilities. |
|
| | Sec. 2. Rulemaking. By July 1, 2002, the Department of | Administrative and Financial Services, Bureau of General Services | shall adopt rules to carry out the purposes of this Act. Rules | adopted pursuant to this section are routine technical rules as | defined in the Maine Revised Statutes, Title 5, chapter 375, | subchapter II-A. |

| | This bill requires the State to provide bicycle and pedestrian | access, bicycle parking and shower facilities for office | buildings owned by or partly financed by the State after January | 1, 2003. It also requires the Department of Administration and | Financial Services, Bureau of General Services to adopt rules to | carry out the purposes of this Act. |
