Sec. 1. Commission established. Resolved: That the Commission to Examine
the Fisheries Division of the Department of Inland Fisheries and
Wildlife, referred to in this resolve as the "commission," is
established; and be it further

 
Sec. 2. Commission membership. Resolved: That the commission consists
of the following 7 members:

 
1. One member from the Senate, appointed by the President of
the Senate who serves on the Joint Standing Committee on Inland
Fisheries and Wildlife;

 
2. One member from the House of Representatives, appointed by
the Speaker of the House who serves on the Joint Standing
Committee on Inland Fisheries and Wildlife;

 
3. One representative of the Sportsman's Alliance of Maine,
appointed by the alliance;

 
4. One representative of Trout Unlimited, appointed by the
members of Trout Unlimited;

 
5. Two members, appointed by the Commissioner of Inland
Fisheries and Wildlife, one who must be either the commissioner
or the commissioner's designee and the other who must be a
fisheries biologist; and

 
6. One representative of the Sportsman's Alliance of Maine's
fishing initiative committee, appointed by the committee; and be
it further

 
Sec. 3. Chairs. Resolved: That the Senate member is the Senate chair
of the commission and the House of Representatives member is the
House chair of the commission; and be it further

 
Sec. 4. Appointments; meetings. Resolved: That all appointments must be
made no later than 30 days following the effective date of this
resolve. The Executive Director of the Legislative Council must
be notified by all appointing authorities once the selections
have been made. When the appointment of all members has been
completed, the chairs of the commission shall call and convene
the first meeting of the commission no later than December 31,
2001; and be it further

 
Sec. 5. Duties. Resolved: That the commission shall study the
adequacy and effectiveness of the fisheries division's budget,
policies, plans, programs, decision-making process including
biological decisions, peer review system, public accountability,
methods and consistency of data collection and reporting and
interactions with the public; and be it further
