| | Sec. 1. Commission established. Resolved: That the Commission to Examine | the Fisheries Division of the Department of Inland Fisheries and | Wildlife, referred to in this resolve as the "commission," is | established; and be it further |

| | Sec. 2. Commission membership. Resolved: That the commission consists | of the following 7 members: |

| | 1. One member from the Senate, appointed by the President of | the Senate who serves on the Joint Standing Committee on Inland | Fisheries and Wildlife; |
|
| | 2. One member from the House of Representatives, appointed by | the Speaker of the House who serves on the Joint Standing | Committee on Inland Fisheries and Wildlife; |
|
| | 3. One representative of the Sportsman's Alliance of Maine, | appointed by the alliance; |
|
| | 4. One representative of Trout Unlimited, appointed by the | members of Trout Unlimited; |
|
| | 5. Two members, appointed by the Commissioner of Inland | Fisheries and Wildlife, one who must be either the commissioner | or the commissioner's designee and the other who must be a | fisheries biologist; and |
|
| | 6. One representative of the Sportsman's Alliance of Maine's | fishing initiative committee, appointed by the committee; and be | it further |
|
| | Sec. 3. Chairs. Resolved: That the Senate member is the Senate chair | of the commission and the House of Representatives member is the | House chair of the commission; and be it further |

| | Sec. 4. Appointments; meetings. Resolved: That all appointments must be | made no later than 30 days following the effective date of this | resolve. The Executive Director of the Legislative Council must | be notified by all appointing authorities once the selections | have been made. When the appointment of all members has been | completed, the chairs of the commission shall call and convene | the first meeting of the commission no later than December 31, | 2001; and be it further |

Resolved: That the commission shall study the | adequacy and effectiveness of the fisheries division's budget, | policies, plans, programs, decision-making process including | biological decisions, peer review system, public accountability, | methods and consistency of data collection and reporting and | interactions with the public; and be it further |
