| | | Whereas, the development of such a policy was undertaken in a | | collaborative manner by a broad base of interested stakeholders; | | and |

| | | Whereas, that policy is now 6 years old and not reflecting the | | changes to regulations and requirements governing air policy; and |
|
| | | Whereas, there exists a significant need to update, modernize | | and amend Maine's clean air policy; now, therefore, be it |

| | | Sec. 1. Stakeholders Group to Modernize Maine's Clean Air Policy established. | | Resolved: That the Stakeholders Group to Modernize Maine's Clean | | Air Policy, referred to in this resolve as the "stakeholders | | group," is established; and be it further |

| | | Sec. 2. Stakeholders group membership; appointments. Resolved: That the | | stakeholders group consists of the following 12 members: |

| | | 1. Two members of the Senate, one appointed by the President | | of the Senate and one appointed by the President Pro Tempore, at | | least one of whom must be from a nonattainment area; |
|
| | | 2. Two members of the House of Representatives, appointed by | | the Speaker of the House, one of whom is a member of a political | | party that does not hold a majority of seats in that body and at | | least one of whom must be from a nonattainment area; |
|
| | | 3. Two members representing groups involved in environmental | | or energy matters, one appointed by the President of the Senate | | and one appointed by the Speaker of the House; |
|
| | | 4. Two members representing groups involved in business and | | industrial issues pertaining to clean air issues, appointed by | | the Governor; |
|
| | | 5. One member representing a group involved in petroleum | | issues, appointed by the Governor; |
|
| | | 6. One member from a group representing automobile issues, | | appointed by the Governor; |
