Whereas, Maine reviewed and developed its clean air policy in 1995; and

Whereas, the development of such a policy was undertaken in a collaborative manner by a broad base of interested stakeholders; and

Whereas, that policy is now 6 years old and not reflecting the changes to regulations and requirements governing air policy; and

Whereas, there exists a significant need to update, modernize and amend Maine's clean air policy; now, therefore, be it

Sec. 1. Stakeholders Group to Modernize Maine's Clean Air Policy established. Resolved: That the Stakeholders Group to Modernize Maine's Clean Air Policy, referred to in this resolve as the "stakeholders group," is established; and be it further

Sec. 2. Stakeholders group membership; appointments. Resolved: That the stakeholders group consists of the following 12 members:

1. Two members of the Senate, one appointed by the President of the Senate and one appointed by the President Pro Tempore, at least one of whom must be from a nonattainment area;

2. Two members of the House of Representatives, appointed by the Speaker of the House, one of whom is a member of a political party that does not hold a majority of seats in that body and at least one of whom must be from a nonattainment area;

3. Two members representing groups involved in environmental or energy matters, one appointed by the President of the Senate and one appointed by the Speaker of the House;

4. Two members representing groups involved in business and industrial issues pertaining to clean air issues, appointed by the Governor;

5. One member representing a group involved in petroleum issues, appointed by the Governor;

6. One member from a group representing automobile issues, appointed by the Governor;
