| | Sec. 3. Chairs. Resolved: That the first named Senate member is the | Senate chair of the stakeholders group and the first named House | of Representatives member is the House chair of the stakeholders | group; and be it further |

| | Sec. 4. Appointments; meetings. Resolved: That all appointments must be | made no later than 30 days following the effective date of this | resolve. The Executive Director of the Legislative Council must | be notified by all appointing authorities once the selections | have been made. When the appointment of all members has been | completed, the chairs of the stakeholders group shall call and | convene the first meeting of the stakeholders group no later than | 30 days after all members are appointed; and be it further |

| | Sec. 5. Duties. Resolved: That the stakeholders group shall: |

| | 1. Review, amend and modernize Maine's clean air policy. In | examining the issues, the stakeholders group must ensure that | such a policy achieves the requirements of federal law in a | manner that costs the least for Maine citizens while being the | most equitable. The policy must be scientifically grounded, | based on the best data available, which may not be more than 2 | years old; |

| | 2. Review current air control strategies, possible air | control strategies, agreements for control strategies with New | England governors and eastern Canadian premieres and 3rd-party | groups, including, but not limited to, the Ozone Transport | Commission and the Northeast States for Coordinated Air Use | Management; |
|
| | 3. Review current attainment and nonattainment areas to | determine whether recommendations for changes to these areas need | to be made; and |
|
| | 4. Review and update Maine's emission inventory, the 15% rate | of progress plan and make whatever recommendations it considers | necessary; and be it further |
|
| | Sec. 6. Staff assistance. Resolved: That, upon approval of the | Legislative Council, the Office of Policy and Legal |
|
| Analysis shall provide necessary staffing services to the | stakeholders group and that the Department of Environmental | Protection may provide necessary technical support services; and | be it further |
|
| | Sec. 7. Compensation. Resolved: That the members of the stakeholders | group who are Legislators are entitled to the legislative per | diem, as defined in the Maine Revised Statutes, Title 3, section | 2, and reimbursement for necessary expenses incurred for their | attendance at authorized meetings of the stakeholders group. | Other members of the stakeholders group who are not otherwise | compensated by their employers or other entities that they | represent are entitled to receive reimbursement of necessary | expenses incurred for their attendance at authorized meetings; | and be it further |

| | Sec. 8. Report. Resolved: That the stakeholders group shall submit | its report, together with any necessary implementing legislation, | to the Second Regular Session of the 120th Legislature no later | than January 15, 2002. If the stakeholders group requires a | limited extension of time to conclude its work, it may apply to | the Legislative Council, which may grant the extension. |
