| Be it enacted by the People of the State of Maine as follows: |

| | Sec. 1. 20-A MRSA c. 426-A is enacted to read: |
|
| MAINE SPEECH-LANGUAGE PATHOLOGY RECRUITMENT |
|
| | As used in this chapter, unless the context otherwise | indicates, the following terms have the following meanings. |
|
| | 1.__Authority.__"Authority" means the Finance Authority of | Maine. |
|
| | 2.__Board.__"Board" means the Board of Examiners on Speech- | language Pathology and Audiology. |
|
| | 3.__Chief executive officer.__"Chief executive officer" means | the Chief Executive Officer of the Finance Authority of Maine. |
|
| | 4.__Maine resident.__"Maine resident" means a person who has | been a resident of the State for a minimum of 2 years, for | purposes other than education, at the time of the person's entry | to a speech-language pathology program, as determined by rule of | the authority.__In determining residency, the authority shall | consider: |
|
| A.__Length of residence in the State for other than the | purpose of gaining low tuition rates; |
|
| B.__Secondary school attended; |
|
| C.__Legal residence of parents; |
|
| D.__Place of voting registration, if registered to vote; |
|
| E.__Place where taxes are paid; and |
|
| F.__Other indicators established by the authority. |

| | 5.__Public school.__"Public school" means a school that is | governed by a school board of a school administrative unit and | funded primarily with public funds. |
|
| | 6.__Speech-language pathologist.__"Speech-language | pathologist" means an individual who practices speech-language | pathology and who by virtue of academic and practical training |
