Sec. 1. Commission established. Resolved: That the Commission to Examine
Health Insurance Benefits Provided to University of Maine System
Employees, referred to in this resolve as the "commission," is
established; and be it further

 
Sec. 2. Commission membership. Resolved: That the commission consists
of the following members:

 
1. Three Senators, one of whom is a member of the Joint
Standing Committee on Education and Cultural Affairs, one of whom
is a member of the Joint Standing Committee on Banking and
Insurance and one of whom is a member of the Joint Standing
Committee on Labor, appointed by the President of the Senate;

 
2. Six members of the House of Representatives, 2 of whom are
members of the Joint Standing Committee on Education and Cultural
Affairs, 2 of whom are members of the Joint Standing Committee on
Banking and Insurance and 2 of whom are members of the Joint
Standing Committee on Labor, appointed by the Speaker of the
House;

 
3. The Chancellor of the University of Maine System or the
chancellor's designee; and

 
4. A representative of each union that represents University
of Maine System employees, appointed by each representative's
respective union; and be it further

 
Sec. 3. Chairs. Resolved: That the first named Senate member is the
Senate chair of the commission and the first named House of
Representatives member is the House chair of the commission; and
be it further

 
Sec. 4. Appointments; meetings. Resolved: That all appointments must be
made no later than 30 days following the effective date of this
resolve. The Executive Director of the Legislative Council must
be notified by all appointing authorities once the selections
have been made. When the appointment of all members has been
completed, the chairs of the commission shall call and convene
the first meeting of the commission no later than 30 days after
the appointment of members; and be it further

 
Sec. 5. Duties. Resolved: That the commission shall study the health
insurance benefits provided to University of Maine System
employees. In conducting the study, the commission shall examine
providing health insurance benefits to University of Maine System
employees under the same group health plan that is available to
state employees; and be it further
