| When the director finds that there exists within the State any |
dangerous plant disease or insect infestation of foreign origin |
that, in the opinion of the director, is likely to kill or |
seriously injure forest or shade trees in large numbers or is so |
localized that immediate control may prevent a large outbreak, |
the director, after notice and opportunity for a hearing as |
provided in the Maine Administrative Procedure Act, may order any |
necessary action including the inspection and destruction or |
other disposition of any forest or shade trees or parts of any |
forest or shade trees, including, but not limited to, logs, bark, |
branches, seeds or scion material, or alternate host materials |
capable of supporting the disease or insect infestation. |
