| | Emergency preamble. Whereas, Acts of the Legislature do not become | effective until 90 days after adjournment unless enacted as | emergencies; and |

| | Whereas, it is necessary that this legislation be implemented as | an emergency measure to ensure continuation of the legislative | initiative authorized by Resolve 1999, chapter 129; and |
|
| | Whereas, in the judgment of the Legislature, these facts create | an emergency within the meaning of the Constitution of Maine and | require the following legislation as immediately necessary for | the preservation of the public peace, health and safety; now, | therefore, |

| Be it enacted by the People of the State of Maine as follows: |

| | Sec. 1. 22 MRSA c. 268 is enacted to read: |

| §1656.__Women's Health Initiative established |
|
| | 1.__Definitions.__As used in this chapter, unless the context | otherwise indicates, the following terms have the following | meanings. |
|
| A.__"Bureau" means the Bureau of Health within the | Department of Human Services. |
|
| B.__"Health" means not only the absence of disease or | infirmity but includes physical, mental and social well- | being. |
|
| C.__"Initiative" means the Women's Health Initiative | established in this chapter. |
|
| | 2.__Initiative established.__The Women's Health Initiative is | established under the jurisdiction of the bureau. |
|
| | 3.__Initiative purpose.__The purpose of the initiative is to | provide a comprehensive focus on women's health, including, but | not limited to, preventing disease, improving health and quality | of life and promoting recovery.__The bureau shall perform or | contract for services to: |
