| Be it enacted by the People of the State of Maine as follows: |
|
| | Sec. 1. 21-A MRSA §115, sub-§1, as amended by PL 1987, c. 188, §2, is | repealed. |
|
| | Sec. 2. 21-A MRSA §154, as amended by PL 1997, c. 436, §36, is | repealed. |
|
| | Sec. 3. 21-A MRSA §154-A is enacted to read: |

| §154-A. Registration and enrollment for citizens |
|
| outside the United States |
|
| | 1.__Qualification of citizens outside United States.__A person | qualified to register under section 111, subsections 1 and 2 who | resides outside the United States and does not maintain a fixed | and principal home or other address in the State and who is not | registered to vote or voting in any other state, territory or | possession may register and enroll using the last residence | address in Maine immediately before leaving the United States by | filing an application pursuant to subsection 3. |

| | 2.__Qualification of citizens who have never lived in the | United States.__A person qualified to register under section 111, | subsections 1 and 2 who was born outside the United States and | who has never lived in the United States and who is not | registered to vote or voting in any other state, territory or | possession may register and enroll using the last residence | address in Maine of either parent before the parent's leaving the | United States by filing an application pursuant to subsection 3. |

| | 3.__Application.__A person who is qualified to register under | subsection 1 or 2 may register and enroll by filing a federal | postcard application or an application designed by the Secretary | of State containing the following information: |

| A.__First name, middle name or initial and last name or | first name or initial, middle name and last name; |
|
| B.__Last residence address in the State immediately before | departing from the United States, including street, street | number, apartment number, municipality and zip code; or in | the case of a person qualified under subsection 2, the last | residence address in the State of either parent immediately | before departing from the United States; |
