| The bill proposes a study to assess all levels of government |
| within the State to determine the feasibility and advantages |
| to consolidating and streamlining many of the functions within |
| government. The study must focus on providing greater |
| efficiency and offering more services to the people in the |
| State. The study must examine the incentives to |
| reorganization and consolidation and must also consider any |
| necessary changes to the laws, rules and regulations that may |
| facilitate efforts to reorganize or consolidate. |
