§202.__Mission

So that all persons may attain their full potential for independence and personal development, the department shall aspire to provide programs and services to adults, children and families, while respecting the rights and preferences of the individual and family and within the limitations of available funds.__The department shall endeavor to provide supportive, preventive, protective, public health and intervention services that protect the public health and assist persons in meeting their own needs and that assist families in providing for the developmental, health and safety needs of their children.

§203.__Programs and services of the department

The department shall, as appropriate to the individual and family and as permitted by the availability of funds, provide the following programs and services to eligible individuals and families as provided in this section and otherwise by law.

1.__Programs and services for children and families.__The department shall provide children and families with programs and services to assist families in meeting the needs of their children, including, but not limited to:

A.__Home visiting services for families with newborn children;

B.__Mental health and behavioral health services;

C.__Mental retardation and developmental disability services;

D.__Substance abuse prevention and treatment services;

E.__Maternal and child health services;

F.__Head Start and child care services;

G.__Child welfare services;

H.__Physical health services;

I.__Establishment of paternity and child support;
