K.__Residential and long-term care services for children with disabilities;

L.__Health planning for children's services; and

M. Health data and program management.

2.__Programs and services for adults.__The department shall provide adults with programs and services, including, but not limited to:

A.__Physical health programs;

B.__Public health and health engineering;

C.__Long-term care services for adults;

D.__Adult protective services;

E.__Mental health and behavioral health services for adults;

F.__Mental retardation and developmental disability services for adults;

G.__Health data and program management;

H.__Assistance services, including, but not limited to, general assistance, food stamps and disability determination; and

I.__Substance abuse prevention and treatment services.

3. Programs and services delivery.__The department shall accomplish the delivery of programs and services through a centralized and efficient administrative structure and an integrated delivery system that focuses on meeting the needs of individuals and families. The department shall utilize a combination of public personnel and contracts with private agencies.

§204.__Commissioner

The department is under the control and supervision of the Commissioner of Health and Human Services.
