Sec. C-6. PL 2003, c. 20, Pt. D, §23 is amended to read:

 
*Sec. D-23. Department of Administrative and Financial Services; lease-purchase
authorization. Pursuant to the Maine Revised Statutes, Title 5,
section 1587, the Department of Administrative and Financial
Services in cooperation with the Treasurer of State may enter
into financing arrangements related to in fiscal years 2003-04
and 2004-05 for the acquisition of motor vehicles for the Central
Motor Pool. The financing agreements entered into in each fiscal
year may not exceed $5,000,000 in principal costs, and no
financing arrangement may exceed 4 years in duration and
$5,000,000 in principal costs. The interest rate may not exceed
6%, and total interest costs with respect to the financing
arrangements entered into in each fiscal year may not exceed
$762,000. The annual principal and interest costs must be paid
from the appropriate line category allocations in the Central
Motor Pool account.

 
Sec. C-7. Transfer of funds; retirement incentive; General Fund and Other Special
Revenue Funds accounts. Notwithstanding the Maine Revised Statutes,
Title 5, section 1585 or any other provision of law, the State
Budget Officer is authorized to identify salary savings in the
affected General Fund and Other Special Revenue Funds accounts
that occurred as a result of the retirement incentive program
authorized in Public Law 2003, chapter 451, Part E, section 16
and transfer those amounts by financial order to the General Fund
Salary Plan account in the Department of Administrative and
Financial Services.

 
Sec. C-8. Transfer of funds; retirement incentive; Highway Fund accounts.
Notwithstanding the Maine Revised Statutes, Title 5, section 1585
or any other provision of law, the State Budget Officer is
authorized to identify salary savings in the affected Highway
Fund accounts that occurred as a result of the retirement
incentive program authorized in Public Law 2003, chapter 451,
Part E, section 16 and transfer those amounts by financial order
to the Highway Fund Salary Plan account in the Department of
Administrative and Financial Services.

 
Sec. C-9. Payments for merit increases; executive branch, constitutional officers'
departments, Department of Audit. In accordance with the provisions of
Public Law 2003, chapter 20, Part D, section 22 and Public Law
2003, chapter 451, Part E, section 16 and notwithstanding any
