3. It provides that employees who were hired after the effective
date of this bill have the same rights and benefits as transferred
employees.

 
4. It requires that agreements between the Maine Military
Authority and the bargaining agents in effect at the time of the
Authority's status change to an executive branch agency must be
maintained for bargaining unit personnel until changed in
accordance with applicable labor law principles.

 
PART PP

 
Part PP does the following.

 
1. It increases the statewide E-9-1-1 surcharge by 7¢.

 
2. It requires that the increased amount of the surcharge be
deposited in the General Fund.

 
PART QQ

 
Part QQ does the following.

 
1. It allows members of the Advisory Committee on Family
Development Accounts who represent account holders, who must be
individuals whose income is below 200% of the nonfarm income
official poverty line, to be paid for expenses.

 
2. It eliminates the repeal on the provision that allows an
institution to apply a Maine state grant to reduce institutional
or other grant aid if the institution grants the institutional or
grant aid to a student with demonstrated financial need.

 
PART RR

 
Part RR changes the date that the sales tax exemption on
construction contractors and tangible personal property for Pine
Tree Development Zones would apply from July 1, 2005 to July 1,
2004.

 
PART SS

 
Part SS does the following.

 
1. It authorizes the Department of Transportation to sell the
Payne Road Bridge in Scarborough to the Maine Turnpike Authority.
