2. It authorizes the State Controller to transfer $5,000,000
from the unallocated surplus of the Highway Fund to the
unappropriated surplus of the General Fund at the close of fiscal
year 2004-05.

 
3. It transfers the Department of Transportation headquarters
building from the Department of Administrative and Financial
Services, Bureau of General Services to the Department of
Transportation.

 
4. It directs the Commissioner of Administrative and
Financial Services and the Commissioner of Transportation to
determine the scope of services and responsibilities of each
department and to report to the joint standing committees of the
Legislature having jurisdiction over appropriations and financial
affairs, transportation matters and state and local government
matters by January 30, 2005 with respect to the management and
oversight of the Department of Transportation headquarters
building property.

 
5. It directs the Commissioner of Administrative and
Financial Services and the Commissioner of Transportation to
present any necessary budget adjustments related to the
management and operation of the Department of Transportation
headquarters building property to the First Regular Session of
the 122nd Legislature.

 
6. It authorizes the State Controller to transfer $6,400,000
from the unallocated surplus of the Highway Fund to the
unappropriated surplus of the General Fund at the close of fiscal
year 2004-05.

 
PART TT

 
Part TT does the following.

 
1. It increases the surcharge on every fine, forfeiture and
penalty imposed by state courts and appropriates the money
generated by that increase to the General Fund.

 
2. It increases the minimum mandatory fine for suspensions
related to operating-under-the-influence offenses.

 
3. It increases and makes mandatory the minimum fine for
first-time operating-after-suspension offenses.

 
4. It imposes a new minimum fine for 2nd and subsequent
operating-after-suspension offenses.
