Governor and to the joint standing committee of the Legislature
having jurisdiction over taxation matters on the progress made by
the State, counties, municipalities and school administrative
units, respectively, in achieving the tax burden reduction goal
established in section 7301.__The report required by this
subsection must be comprised of 4 distinct parts reporting on the
progress made by the State, municipalities, counties and school
administrative units, respectively.__The commission may also
include in its report recommendations on alternative strategies
to achieve the tax burden reduction goal established in section
7301 that reflect the best practices in this State, other states
and other countries.

 
Sec. H-2. Fund for the Efficient Delivery of Educational Services. In accordance
with Initiated Bill 2003, chapter 2, section 4, subsection 2,
this section provides for the design, implementation, management
and oversight of the Fund for the Efficient Delivery of
Educational Services established by the Maine Revised Statutes,
Title 20-A, section 15684, referred to in this section as "the
fund." Any balance remaining in the fund at the end of any
fiscal year does not lapse and must be carried forward for the
next fiscal year.

 
The Department of Education shall administer the fund or may
contract for services for administration of the fund.

 
Notwithstanding Title 20-A, section 15684, the Treasurer of
State shall transfer from the amount appropriated for general
purpose aid for local schools to the fund the following amounts
on the first day of each of the following fiscal years:

 
1. Fiscal year 2005-06. In fiscal year 2005-06, an amount
equivalent to 0.5% of the total amount appropriated for general
purpose aid for local schools;

 
2. Fiscal year 2006-07. In fiscal year 2006-07, an amount
equivalent to 1% of the total amount appropriated for general
purpose aid for local schools;

 
3. Fiscal year 2007-08. In fiscal year 2007-08, an amount
equivalent to 1.5% of the total amount appropriated for general
purpose aid for local schools; and

 
4. Fiscal year 2008-09. In fiscal year 2008-09, an amount
equivalent to 2% of the total amount appropriated for general
purpose aid for local schools.

 
The Department of Education, in consultation with the
Executive Department, State Planning Office and the other
agencies, organizations and individuals determined appropriate by
