| | | Be it enacted by the People of the State of Maine as follows: |

| | | Sec. 1. 38 MRSA §349-B is enacted to read: |

| | | §349-B.__Consideration of economic impact in rulemaking |
|
| | | In adopting, amending and enforcing rules under this Title, | | the department and the board shall consider the economic impact | | of the rules or proposed rules on the residents of the State, | | including, but not limited to, the impact of the rules or | | proposed rules on the livelihood of a landowner and the ability | | of a resident to provide for that resident's family. |

| | | This bill requires that, in adopting, amending and enforcing | | rules under the Maine Revised Statutes, Title 38, the Department | | of Environmental Protection and the Board of Environmental | | Protection consider the economic impact of those rules on the | | landowners' livelihoods. |
