cause.__In order to provide staggered expiration dates of terms, | the duration of initial terms is as follows: |

| A.__The fire service representative for 2 years; |
|
| B.__One public member for 3 years; |
|
| C.__One public member for 4 years; |
|
| D.__One home contractor for 2 years; |
|
| E.__One home contractor for 3 years; |
|
| F.__One home contractor for 4 years; |
|
| G.__One home contractor for 5 years; |
|
| H.__The municipal code enforcement officer for 4 years; and |
|
| I.__The engineer or architect for 2 years. |

| | 3.__Meetings; quorum.__The board shall meet at least once a | year and at such other times as the board determines necessary. A | majority of the members of the board constitutes a quorum for the | transaction of business under this chapter. |

| | 4.__Election of officers.__The board shall annually elect a | chair and other officers as the board determines necessary. |
|
| | The board shall establish guidelines and rules by which this | chapter is administered.__Except as otherwise indicated, rules | adopted pursuant to this chapter are routine technical rules as | defined in Title 5, chapter 375, subchapter 2-A.__The board shall | adopt rules: |

| | 1.__License qualifications.__Relating to the qualifications of | an applicant for a license authorized under this chapter, as | provided in section 15347, subsection 4; |
|
| | 2.__Standards of practice.__To establish standards of practice | consistent with the standards set forth in this chapter and the | Maine Model Residential Building Code adopted in this chapter | governing the practice of home construction or home improvement; |
|
| | 3.__Continuing education.__Concerning requirements for | continuing education to be completed by an applicant as a | prerequisite to renewal of a home contractor's license; and |
