B.__Any balance remaining in the General Fund Capital, Construction, Repairs, Improvements - Administrative program in the Department of Administrative and Financial Services at the end of any fiscal year to be carried forward for the next fiscal year.

2.__Department of Health and Human Services.__The Department of Health and Human Services must apply:
