Sec. HHH-2. Transfer from General Fund to Highway Fund. The State
Controller shall transfer $15,000,000 from the General Fund
unappropriated surplus to the Highway Fund unappropriated surplus
no later than June 30, 2007. This transfer is intended to
provide resources to the Highway Fund on a one-time basis to
address the Highway Fund shortfall and does not represent any
future General Fund commitment to the Highway Fund.

 
Sec. HHH-3. Appropriations and allocations. The following appropriations
and allocations are made.

Initiative: Provides funds to increase the number of highway and
bridge improvement projects that can be completed in fiscal year
