Sec. F-1. 26 MRSA §1026, sub-§1-A is enacted to read:
1-A. Additional bargaining; technical college employees. Cost items for employees of the technical colleges covered by a collective bargaining agreement and those cost items of employees exempted from the definition of technical college employee under section 1022, subsection 11 must be submitted to the Governor in a timely manner for consideration and inclusion in the Governor's operating budget. If the Legislature rejects any of the cost items submitted to it pursuant to this subsection, all cost items submitted must be returned to the parties for further bargaining.
