Sec. E-1. 5 MRSA §1513, sub-§1-U is enacted to read:
1-U. Transfer from Maine Rainy Day Fund. Notwithstanding subsection 2 and section 1585, an amount not to exceed $10,438,186 must be transferred by the State Controller from the available balance in the Maine Rainy Day Fund to the unappropriated surplus of the General Fund no later than June 30, 2002 and an amount not to exceed $86,600,000 must be transferred by the State Controller from the available balance in the Maine Rainy Day Fund to the unappropriated surplus of the General Fund no later than June 30, 2003.
Sec. E-2. PL 2001, c. 434, Pt. C, §3, last ¶ is amended to read:
The Department of Environmental Protection and the Department of Inland Fisheries and Wildlife shall reimburse the Maine Rainy Day Fund in full no later than June 30, 2002 January 15, 2003 for all funds transferred under this section.
Sec. E-3. Transfer of funds. Notwithstanding any other provision of law, on June 30, 2003 the State Controller shall transfer $4,000,000 from the Maine Clean Election Fund in the Commission on Governmental Ethics and Election Practices to the Maine Rainy Day Fund.
