Notwithstanding any other provision of law, $6,000 of unencumbered balance forward in the Personal Services line category in the Compensation and Benefit Plan, Highway Fund account in the Department of Administrative and Financial Services lapses to the Highway Fund at the close of fiscal year 2008-09.
