authority to individuals who meet the eligibility requirements of | subsection 3.__Interest earned on amounts in the fund may be used | for the costs of administering the scholarships. |

| | 3.__Eligibility.__To be eligible for a scholarship under the | program an individual must: |
|
| A.__Be employed as a child care worker for at least 32 hours | a week in a child care facility licensed by the State; |
|
| B.__Enroll in a course related to early childhood education | offered by an accredited college or university; and |
|
| C.__Agree to remain employed in child care for at least one | year following receipt of the scholarship. |

| | 4.__Rules.__The authority shall adopt rules for determining | further eligibility requirements, application procedures, terms | and conditions for the scholarships.__Rules adopted pursuant to | this section are routine technical rules as defined Title 5, | chapter 375, subchapter II-A. |

| | Sec. 5. Appropriation. The following funds are appropriated from the | General Fund to carry out the purposes of this Act. |
