must be held in the same manner as an election for Washington
County commissioners.__The elected members serve for 3-year terms.__
The term for an elected member begins January 1st and that member
serves until a successor is duly elected and qualified.__A member
under this paragraph may not be elected to more than 2 consecutive
terms.

 
Sec. 3. P&SL 1977, c. 14, §1, 4th ¶, as amended by P&SL 1993, c. 82, §1,
is further amended to read:

 
Vacancies of elected directors that may occur by death,
resignation or otherwise are filled by appointment of the city
council appointing authority for that director, until a successor
is elected at the next election of directors.

 
Sec. 4. P&SL 1977, c. 14, §3, first paragraph, 3rd sentence from the end is amended
to read:

 
The bonds and notes shall be are legal obligations of the
authority, which is hereby declared to be a quasi-municipal
corporation within the meaning of the Maine Revised Statutes,
Title 30 30-A, section 5053 5701, and all the provisions of the
section shall be applicable thereto.

 
Sec. 5. P&SL 1977, c. 14, §3, first paragraph is amended by adding after the
3rd sentence from the end a new sentence to read:

 
For the purposes of the debt liability of the Eastport Port
Authority, on and after January 1, 2000 the quasi-municipal
corporation includes all the personal property of the residents
and the real estate within the boundaries of Washington County.

 
Sec. 6. Emergency clause; referendum; effective date. In view of the
emergency cited in the preamble, this Act takes effect when
approved only for the purpose of permitting its submission to the
legal voters within Washington County as an election called for
that purpose and held by December 31, 1999. The election must be
called by the municipal officers of the respective towns within
Washington County and must be held at the regular voting places.
The election must be called, advertised and conducted according
to the law relating to municipal elections. The registrars shall
make a complete list of all the eligible voters of the proposed
authority as described in this Act. The list prepared by the
registrars governs the eligibility of a voter. For the purposes
of registration of voters, the registrars of voters must be in
session the secular day preceding the election. The subject
