the lease will provide for reasonable use of and return on the | investments for the State. |

| The bureau may establish accounts and subaccounts as it | determines desirable to effectuate the purpose of the fund. |
|
| | Sec. 3. 5 MRSA §13058, sub-§10-A is enacted to read: |
|
| | 10-A.__ Maine Downtown Center.__The commissioner shall | establish the Maine Downtown Center, referred to in this | subsection as the "center," within the department to encourage | downtown revitalization in the State. |
|
| A.__The center serves the following functions: |
|
| (1) To advocate for downtown revitalization; |
|
| (2) To promote awareness about the importance of vital | downtowns; |
|
| (3) To serve as a clearinghouse for information | relating to downtown development; and |
|
| (4) To provide training and technical assistance to | communities that demonstrate a willingness and ability | to revitalize their downtowns. |
|
| B.__The commissioner shall appoint a director of the center | who shall administer the center in accordance with the | policies of the commissioner and the provisions of this | subsection. |
|
| C.__The commissioner shall collaborate with the Director of | the State Planning Office within the Executive Department to | coordinate the programs of the center. |
|
| D.__For the purposes of this subsection, "downtown" means | the traditional central business district of a community | that has served as the center for socioeconomic interaction | in the community and is characterized by a cohesive core of | commercial and mixed-use buildings, often interspersed with | civic, religious and residential buildings and public | spaces, typically arranged along a main street and | intersecting side streets, walkable and served by public | infrastructure. |

| | Sec. 4. 20-A MRSA §15908, sub-§4, as enacted by PL 1993, c. 721, Pt. | B, §1 and affected by Pt. H, §1, is amended to read: |
